1991 ஆம் ஆண்டு நவம்பர் 19 ம் திகதிதமிழீழ விடுதலைப் போராட்டத்தில் முக்கிய மைற்கல்லாக அமைந்தது ‘தமிழீழக் காவற்றுறை’ உருவாக்கம். தனிநாட்டுக்கான அலகுகள் பலவற்றை ஏற்கனவே ஏற்படுத்திச் செயற்பட்டு வருகிறது தமிழீழ விடுதலைப்புலிகள் அமைப்பு. காவற்றுறை, சட்டத்துறை, நீதித்துறை, நிதித்துறை, சிவில் நிர்வாக சேவை, ஆயப்பகுதி போன்ற பல கட்டமைப்புக்கள் சிறிலங்கா அரசாங்கத்தின் கீழின்றி தனித்துச் செயற்படுகின்றன.
காவல்துறை உருவாக்கம் காணொளியில் 
பன்னாட்டுச் செய்திநிறுவனங்களினதும் அரசியலாளர்களினதும் பார்வையில் ஏறத்தாழ தனியரசுக் கட்டுமானமொன்று இலங்கையின் வடக்கு – கிழக்கில் இருப்பதை ஒத்துக்கொள்வதற்கு இக்கட்டமைப்புக்களும் அவற்றின் செயற்பாடுகளுமே காரணம். அவ்வகையில் மிக முதன்மையான கட்டமைப்பாக நோக்கப்படுவது தமிழீழக் காவற்றுறையாகும்.
1991 ஆம் ஆண்டு நவம்பர் 19 ம் திகதி யாழ்ப்பாணத்தில் தமிழீழக் காவற்றுறையின் முதலாவது அணி பயிற்சி முடித்து தம் கடமைக்குச் சென்றது.
மிகக்குறைந்த வளங்களோடும் மட்டுப்படுத்தப்பட்ட ஆட்பலத்தோடும் யாழ்ப்பாணத்தில் திறம்பட இயங்கத் தொடங்கிய காவற்றுறையின் சேவை படிப்படியாக மற்ற இடங்களுக்கும் விரிவாக்கப்பட்டது. வன்னியில் போர் கடுமையாக நடைபெற்ற காலப்பகுதியில் மிதிவண்டிகள் மட்டுமே காவற்றுறையின் போக்குவரத்துக்குப் பயன்படுத்தப்பட்டன. பலபத்து மைல்கள் போய் குற்றவாளியொருவரைக் கைதுசெய்து மிதிவண்டியிலேயே அழைத்துவருவார்கள். தாயக எல்லைகளைப் பாதுகாக்கும் பணியிலும் அவ்வப்போது காவற்றுயினர் செயற்பட்டார்கள்.
1993 ஆம் ஆண்டு நடைபெற்ற ‘யாழ்தேவி’ முறியடிப்புச் சமர் உட்பட பல சமர்களில் அவர்கள் துணைப்படையணியாகவும் செயற்பட்டார்கள். சிலர் களத்தில் வீரச்சாவடைந்திருக்கிறார்கள். ஊழல், இலஞ்சம் துளியளவுமற்ற கறைபடியாத துறை தமிழீழக் காவற்றுறை. போர்ச்சூழலில் சமூகக் கட்டமைப்புக் குலையாது பாதுகாத்த பெருமை தமிழீழக் காவற்றுறையைச் சாரும்.

Pirapaharan opens Tamil Eelam Police HQ
Speaking during the opening ceremony of the Tamil Eelam Police Head quarters complex today, Sunday 7th September 2003, at 06.40 am in Kilinochchi, Leader of Liberation Tigers of Tamil Eelam (LTTE) V. Pirpaharan congratulated the Chief of Police, the young men and women of the police service and the liberation fighters who contributed to the growth of the Tamil Eelam police force, Voice of Tigers (VoT) radio said this morning.
Head of Heros Affairs, Pon Thiyagam and Commander of Sea Tigers Col.Soosai lit the ceremonial lamps, LTTE's Head of Intelligence Pottu Amman hoisted the Tamil Eelam flag, and Chief of Tamil Eelam Police P. Nadesan raised the official flag of Tamil Eelam Police.

Colombo, 29 December, (Asiantribune.com): K.Elango has been appointed as the Inspector General of Police to the areas under the control of Liberation Tigers of Tamil Eelam in Vanni. 
He succeeds P. Nadeson, who was appointed as the Head of the Political Division of the LTTE after the death of S.P.Tamilselvan who succumbed to the aerial bombardment by the Sri Lanka Air Force on 02 November.
The Ltte Peace Secretariat news release revealed “Tamil National Leader Velupillai Prabhakaran on November 19, 2007 appointed Mr K Elango as the new Head of the Tamileelam Police.“
According to the news release “The Tamileelam Police was created by the Tamil National Leader Velupillai Prabhakaran exactly 16 years ago.”
The news release went on to add, “Tamileelam Police has been rendering in valuable service in maintaining law and order and through this ensuring justice and equality in Tamileelam for the last 16 years.“
